যুক্তরাষ্ট্রের সীমানা ছাড়িয়ে ২০০৭-এর আর্থিক সংকট থেকে উদ্ভূত মন্দা যখন আরেক উন্নত বিশ্ব ইউরোপের আর্থিক ভিত নড়বড়ে করে দেয়, তত দিনে অনেক দেরি হয়ে গেছে। দেরি হয়ে গেছে বলার কারণ, এই সংকটের বিষয়ে সতর্কবাণী করা হলেও তাতে কেউ কর্ণপাত করেনি। এই সতর্কতার আগাম ঘোষণাকারীদের একজন ছিলেন রঘুরাম রাজন, তখনকার আইএমএফের প্রধান অর্থনীতিবিদ এবং বর্তমানে ভারতীয় রিজার্ভ ব্যাংকের গভর্নর। তাঁর বিখ্যাত গ্রন্থ ফল্ট লাইনস: হাউ ফ্র্যাকচারস স্টিল থ্রেটেন দ্য ওয়ার্ল্ড ইকোনমি (২০১০) প্রকাশিত হওয়ার পাঁচ বছর আগেই এক সম্মেলনে তিনি তাঁর প্রবন্ধে আর্থিক খাতের ভবিষ্যৎ বিপদগুলো তুলে ধরে আশঙ্কা প্রকাশ করেছিলেন যে একটা বড় ধরনের সংকট নেমে আসতে পারে। সে সময় তাঁর এই ভবিষ্যদ্বাণীতে কেউ কর্ণপাত করেনি, বরং ব্যাপকভাবে সমালোচিত হয়েছিলেন তিনি।

Many of you have heard about the Great Depression in the 1930s. The hardships that the developed world went through led to some serious thinking into the realm of economics with a view to avoiding such depressions in future. Prior to 1930, even the greatest nations of the world did not have a systematic way of economic management. The next few decades saw the birth of modern macroeconomics with concepts such as monetary and fiscal policies emerging.
